Foreword: Race, Vagueness, and the Social Meaning of Order-Maintenance Policing

The author argues that aggressive policing in minority communities, such as enforcement of gang-loitering laws, constitutes racism. She contends that aggressive community policing is social experimentation that deprives Black citizens of their liberties, and that advocates of greater police authority over Black communities underestimate the antagonism between the police and the community.
