From Protectionism to Free Trade: Mexico's Problematic Transition

This article discusses problematic aspects of the transition in Mexico from the previous protectionist/import substitution economic development model to the free trade oriented policy associated with the North American Free Trade Agreement. This transition has required major institutional, legislative, economic, political, and social changes.
