Zusammenfassung: | Research conducted in California in the summer of 1991, during the fifth year of one of the most prolonged and severe droughts in the state's recorded history, is used to determine how the decline in the availability of water affects levels of user conflict in the governmental institutions responsible for its orderly distribution. Utility and security must find their balance in the new water policies being contemplated in California and elsewhere in the West, if the people of the West are to conclude that a commons sense of justice can be achieved. |
