Zusammenfassung:Based on an analysis of black representation on 168 central city school boards, this research note examines the impact that different selection plans (at-large, mixed/ward, and appointive) have on the relationship between black resources (numbers, money, and organization) and black electoral success. Findings of the study suggest that the use of an at-large system impedes the conversion of black resources into black school board seats.
