Twin peaks: Romania and Bulgaria between the EU and the United States

This article discusses the conflict and possible costs for Romania and Bulgaria with respect to their relations with the EU. The attitudes and actions of each country are analyzed on two key issues: The war in Iraq, on which the EU itself is divided, and the International Criminal Court, on which the EU is united. The focus is on how these issues precipitated a conflict of foreign policy goals and the costs Romania and Bulgaria have incurred as a result of their forced choice between the US and the EU.
