The attitudes and actions of each country are analyzed on two key issues: The war in Iraq, on which the EU itself is divided, and the International Criminal Court, on which the EU is united. The focus is on how these issues precipitated a conflict of foreign policy goals and the costs Romania and Bulgaria have incurred as a result of their forced choice between the US and the EU. |
