A Comparative Analysis of Gubernatorial Enabling Resources

This article presents an index of gubernatorial enabling resources to measure and track historical changes in the extent of these resources. Used in conjunction with Beyle's index of gubernatorial institutional resources, it provides scholars and others interested in the structure and operations of state government a more complete indication of the powers and resources available to governors throughout the nation. The index indicates wide variations in the powers and resources available to governors and confirms previous research which has suggested that gubernatorial enabling resources have improved in recent years.
