Where Is Africa's Place in Trade Negotiations for the Millennium?

This paper examines Africa's opportunities in the WTO framework. The principal challenges include the systemic reforms of the organization, enhanced market access, elimination of supply constraints, & the use of special & differentiated treatment & regional integration as intermediary steps to multilateralism. The paper concludes that the WTO framework can facilitate trade & development on the continent. There are, however, some prerequisites considered in five areas: (1) the strengthening of the national institutions coordinating the WTO activities, (2) a capacity-building program for capitals & Geneva-based personnel, (3) transparency in WTO & account for developing countries' capacity in various aspects of the accords, (4) enhanced market access & alleviation of constraints to production & trade, & (5) policy coherence with other institutions, particularly those of Bretton Woods. 15 References.
