Zusammenfassung:This paper examines Africa's opportunities in the WTO framework. The principal challenges include the systemic reforms of the organization, enhanced market access, elimination of supply constraints, & the use of special & differentiated treatment & regional integration as intermediary steps to multilateralism. The paper concludes that the WTO framework can facilitate trade & development on the continent. There are, however, some prerequisites considered in five areas: (1) the strengthening of the national institutions coordinating the WTO activities, (2) a capacity-building program for capitals & Geneva-based personnel, (3) transparency in WTO & account for developing countries' capacity in various aspects of the accords, (4) enhanced market access & alleviation of constraints to production & trade, & (5) policy coherence with other institutions, particularly those of Bretton Woods. 15 References.
