Program evaluation in state legislatures: Professional services delivered in a complex, competitive environment

The products and operations of program evaluation units in state legislatures have changed over the past twenty‐five years. Specific changes in legislative staff's authorizing environment have had an impact on their work, including increased political competition and partisanship, term limits, and legislative access to a larger more varied range of information. This chapter examines the current status of state legislative program evaluation.
