Zusammenfassung: | The slowdown in the European economy that occurred in the early 1990s was accompanied by a lack of enthusiasm for construction programs, a situation that is illustrated through an analysis of the referendums that various countries, including France, set up in response to the Maastricht Treaty. Reservations about the treaty were very noticeable in France, particularly among women. Women's lack of enthusiasm for the Treaty & construction in general, may be due to apathy about a project involving "men in gray outfits" or may reflect women's tendency to worry more about the future, particularly in insecure economic times. Whether women's views demonstrate a certain level of ignorance about construction or a greater amount of sincerity in their referendum voting, the difference in men's & women's responses may indicate that certain economic issues separate male citizens from female citizens. 1 Appendix.
