Zusammenfassung:An attempt to provide additional information for assessing more critically & accurately the educ'al outlook for nonwhites in Fla & to present some suggestions for making this outlook more promising. An extensive investigation & a critical analysis were made of documents, reports, & studies treating the persistent needs & problems of nonwhites in Fla through the yrs. Such factors as (1) att's, (2) finance & facilities, (3) salaries, & (4) curriculums are analyzed & their effects presented. It is concluded that generally (a) the factors investigated have operated variously in largely unknown ways to effectuate a rather low level of achievement by nonwhites; (b) historically, educ'ly adverse factors usually have been intimately associated with the unfavorable achievement & performance of nonwhite students; (c) reasonable & realistic plans for the educ of nonwhite students at all levels of the system & in all areas available to & projected for white students are largely in a stage of development unknown to the nonwhite citizens. Since results suggest that a complex of indifferent att's & adverse conditions is largely responsible for the low achievement & limited educ'al opportunities open to nonwhite students, it is likely to require many inter-locking activities operating over a number of yrs to raise the aspirations & achievement of this group to desirable levels. Suggestions for accomplishing the desired improvement cover such factors as (i) commitment to excellence for nonwhites, (ii) programs, (iii) admissions, (iv) staffing, & (v) financial support.
