China's Pension Reform and Its Discontents

Protests by pensioners in Chinese cities have arisen over specific, largely local demands over the past decade, but they possess an abstract, nearly universal grievance as well. Frazier shows the great lengths to which urban officials have gone in order to apply pressure on local enterprises to remit pension fees to the local pool, and how officials, enterprise managers and workers utilize a confusing patchwork of pension regulations in a protracted policy struggle over the future structure and content of China's pension system.
