Frazier shows the great lengths to which urban officials have gone in order to apply pressure on local enterprises to remit pension fees to the local pool, and how officials, enterprise managers and workers utilize a confusing patchwork of pension regulations in a protracted policy struggle over the future structure and content of China's pension system.
