Zusammenfassung: | Pol'al relations between interest groups & the Executive Branch & Congress are freauently disrupted by the selective processes of perception & evaluation, & by variations in the kinds of communications used. Source of data are State Dept files on the Japanese peace settlement, public records of Senate hearings & debates, newspapers, & personal correspondence with pol'al interest groups. It is indicated that, variations in pol'al behavior of groups & their effects, may be related to (1) size & diversity of membership; (2) character of the interest they serve; (3) internal relationship between the leadership & the rank-&-file; (4) methods of communication [articles, statements, letters, telegrams, telephone calls, & face-to-face contacts]; (5) timing of communications; &, (6) choice of audiences for communication. It is concluded that the Executive Branch & Congress received somewhat diff images of 'PO' on the treaty because diff groups & individuals communicated diff things at diff times. T. L. Blair. |
