Economy of Basic Research and Science Policy

This paper has four major objectives. The first is to emphasize the fundamental but mostly overlooked role of instrumentation & experimental technique in linking basic & applied research. The second is to provide an overview of the major economic effects of basic research investments. The third is to discuss reasons for public provision & support of basic research. & the fourth aim is to argue in favor of a reorientation of science policy toward the support of instrumentation & education in experimental laboratories. 3 Figures, 49 References.
