Zusammenfassung: | Russia's attitude toward the formation of the European Security & Defense Policy (ESDP) may be predicted through an evaluation of Russia's general attitudes toward the European Union (EU) & European security. Despite uncertainties, Russian is positive toward the EU, especially in contrast to the US & NATO. The EU is seen as a medium-sized power with which Russia can approach as an equal. Russia expects & receives assistance through aid & trade from the EU & uses its relationship with the EU for access to the West. ESDP may offer Russia the potential to play the EU against the US or through its membership in the UN Security Council to cooperate with ESDP in reaching shared objectives. Russia seems to have an unclear position about the enlargement of the EU, &, with the rest of the world, is uncertain about the viability of ESDP. To promote a positive reaction to ESDP, Europe should make its policies, objectives, & expectations clear & include Russia through efforts to inform, consult, & convince. L. A. Hoffman |
