Simple Theories in Complex Contexts: The Gasoline Misfueling Problem

Generals frequently prepare for the wrong wars in the wrong places. We policy analysts are not immune from the same kind of criticism. Often our mistake is to apply well-developed theoretical findings to a situation in which they do not fit. Environmental policy discussions related to the gasoline shortage in the summer of 1979 provide a good example.
