Zusammenfassung:Many sociological studies of local development in Spain are focused too narrowly on economics or are merely descriptive. To overcome this lack of analysis, both strategic analysis & actor-network theory are applied to studying the implementation of the Leader I & II programs in Galicia during the mid-1990s. The analysis compliments the individualist method of M. Crozier & E. Friedberg (1977), which examines an actor's strategic capacity, with M. Callon & B. Latour's (1991) approach to the group dimension of action & with approaches of other scholars who emphasize studying the cultural & social dimensions in the process of local development. The analysis of stages in the process allows the identification of the sequence of changes from program conception to outcome & the effects on program success. 3 Tables, 80 References.
