Zusammenfassung: | Makes the argument that science and technology are absolutely vital to national defence of any nation, as of Russia. Alas for this country, its dependence on foreign technologies has risen as its own technological development has fallen, necessitating a change in this fact, which has been approved by Russia's political upper eschelon. Provides some of the general history of Russian science, its advances, and the continual underfunding of projects. Further, provides the primary goals of the RAS program, in addition to points of success to date, such as substantive scientific breakthroughs in electric power generation, ocean physics, and high energy physics, amongst others. However, a greater level of funding must go towards research and development, particularly towards Russian weapons systems and defense projects in general. The United States, as a point of comparison, is presently spending 1.5 billion dollars on numerous areas of science relating to defense measures, whereas Russia's spending hardly can compare.
