Zusammenfassung:Reviews Ernest House's (1999), Lee Cronbach's (1981), & Carol Weiss's (1973) theories on program evaluation in order to identify criteria for constructing quality evaluation templates for Costa Rican human development projects, programs, institutions, & educative organizations. Aims to expand instruments for measuring quality beyond the simple application of methodologies & technical evaluations. Context & situation must be accounted for, among other factors. House emphasizes the deliberative nature of the effective evaluation, where proportions between problems/demands & success level are carefully considered. Cronbach focuses on the importance of understanding the respective positions of the evaluator & the subject: he perceives the subject as lens toward examining the program. Weiss concentrates on eliminating inherent bias within both evaluator & subject generated by preconceived notions stemming from ideology, interests, & previous information.
