Over three decades the law & order situation in Papua New Guinea has deteriorated to a level at least as bad as anywhere in the world, with profound consequences for the legitimacy & integrity of property rights & personal rights. This state of affairs undercuts the attainment of objectives of economic & social development. A fundamental paradigm of economic & social development is effective legal institutions.
