Although these two traditions appear to be concerned with the same phenomena, important theoretical and philosophical differences distinguish them. Unless those who sponsor program evaluations are aware of differences among the various types of program evaluation practitioners and clearly specify what program evaluations should accomplish, a poor fit is found between program evaluation products and the information needs of public policy decision makers. |
