Zusammenfassung: | Given the globalization of capitalist economy, the coinciding shift in loci of power & accountability from state to private business, & -- as a side effect of that same globalization -- the increased attention to corruption, the authors focus in this article on the need for new guarantees for democracy & the well-being of society. Besides several arguments taking the moral perplexity obstacle in the form of cultural relativity of values & norms on gifts & business relations, the authors review the possibilities of Integrative Social Contract Theory on offering a moral foundation for anticorruption. They also review whistle-blowing laws & channels as candidates for a new guarantee for democracy & the well-being of society, by looking at contemporary discussions on & models of whistle blowing, & reflect on the Belgian opportunities in the field of anticorruption. 76 References.
