This text discuss about the question of the occupation and the use of the ground in the region of the Basin of Guarapiranga, that constitutes one of the main sources of the Metropolitan Region of the Great Sao Paulo, as well as the paper of the legislation of pertinent ambient protection, implanted with the objective to discipline the process of irregular occupation, constituting extreme population concentration.
