Zusammenfassung:A 1975 Directive gave the right of free movement, establishment, and practice to physicians in any EC member-state, regardless of nationality and/or country of training. Argues that the surplus of physicians across the EC has hindered the implementation of the directive, as licensing authorities have `sabotaged' it by delaying, or refusing, the migrant physician the authorization to practice in the host country.
