Yet the welcoming picture Mather paints also needs to account for aspects that constitute obstacles to the goal of openness. These obstacles to internationalization are intimately related to those characterizing law & development policies. A better understanding is urged of the LSA's agenda, of its appeal to particular non-US groups, its relevance to the current law & development movement, & of the implications of initiating global norms & maintaining specific hierarchies both in the US & abroad. 13 References.
