The war against terrorism and bilateral trade provide a foundation for cooperation, which both Beijing and Washington choose to emphasize at present. Some US policies nevertheless rankle the Chinese, even if their complaints are currently subdued, and point to continue long-term challenges that America and China have yet to resolve.
