Cracking the atom of civic power

A history of partnerships between government and higher education taps the civic potential of young Americans. Despite the lack of presidential leadership and loss of federal funds, however, many service and volunteer initiatives percolated up, from state and local communities, from colleges and universities, and from students and young people themselves.
