Zusammenfassung:Reevaluates the Arbuthnott Commission's 2006 recommendation of switching from the use of two separate ballot papers to a single, two-vote ballot paper in Scottish parliamentary elections. It is argued that the rejection of the two-vote ballot paper in the 2007 elections, while providing a "quick fix" by reducing the number of invalid votes, ultimately does nothing to remedy problems in the electoral system. It is suggested that future confusion can be avoided in part via a public-education campaign explaining that the mixed-member proportional (MMP) system is one of proportional representation. Tables.
