It is argued that the crisis is a function of poor productive capability. Using US wheat production & exports as a gauge, it is asserted that, ultimately, people are eating more food globally, consuming reserves & outstripping food production. Issues related to programs & policies & the quirkiness of agricultural economics are then addressed.
