Zusammenfassung: | A comparative analysis of price behavior, 2001-2005, reveals that prices for defense products in Russia have increased an average of 50% more than prices in the general economy. This is an urgent problem in that it has substantially slowed progress toward implementing the Russian Federation State Arms Program for 2001-2010. The analysis also show that prices for defense products have increase disproportionately for several reasons, a major one being the absence of a well-developed competitive market for military purchases. Price bidding & anti-monopoly measures are urged, along with state regulation of prices for military goods. Suggestions are made for implementing these measures. S. Stanton |
