Zusammenfassung:This article describes the process of military reform in Indonesia initiated in 1998. First, it is a political reform that tries to promote legitimate civilian control over military as implementation of democracy principles. Second, the political nexus of military reform is also accompanied by systematic attempts to strengthening Indonesia's military capability. Third, military reform evolves in the context of the military's collective perceptions and institutional interest. Fourth, military reform in Indonesia has been supported by a working network created between Civil Society Organizations, political leaders, and civilian military experts.
