Zusammenfassung: | In this comment for the Conference on the Future of EU-CAN Relations(2005), the Ambassador of Ecuador to the EU relates the successful future of EU-CAN relations to achievement of strategic partnership premise. The four pillars of the CAN-EU relationship are delineated, & the assumed success potential of the Specialized Dialogue in Drugs with the preferential market access(SGP 1990) is questioned. Comparison of SGP plus to SGP addresses issues of compliance, competition, juridical stability, & the principal of shared responsibility. The author advocates relaunching the bi-regional Specialized Dialogue on Drugs with a Plan for the Andes as a comprehensive binding instrument that will make tangible the common purpose of combating illicit drugs.
