Zusammenfassung:The most probable outlook for the Federal Budget is for three years of virtually no budget surplus (fiscal years 1970-1972), followed by rapidly rising potential surpluses thereafter. Military outlays should barely decline from current levels. Civilian programs will be maintained plus revenue-sharing and family assistance. For 1972-1975, the fiscal dividend after social insurance is estimated at $15 billion a year.
