Zusammenfassung: | Following a study by non-career political executives, the President issued an order in January, 1962, which was in many respects revolutionary for government labor. One of the most important of the changes was the adoption of the exclusive bargaining agent principle, under which a specified bargaining agent must be recognized by management as the sole representative of the employees in a particular unit. Dr. Hart, Director of Labor Relations for a Defense Department agency, discusses the scope and significance of the innovations and gives his opinion as to the trends that may develop. |
