Zusammenfassung:Justice delayed is justice denied, and nearly every state in the Union is faced with the problem of an increasing burden of litigation that is clogging court calendars and making it virtually impossible to bring suits to trial without months of delay. Mr. Swartz writes of an experiment in Pennsylvania which has proved highly successful. Small claims are referred to a board of lawyer-arbitrators for hearing and decision, with a right of appeal and a trial de novo before a court. The complete details of the plan are discussed below.
