To prepare for counter-terrorism offensive measures, NATO should appoint a new Assistant Secretary General for coordinating counter-terrorism efforts; the NATO Response Force should prepare for substantive counter-terrorism roles and missions; the roles of the NATO Stabilisation Force and Partnership for Peace countries should also be considered; and NATO could engage in counter-terrorism research and analysis and in the development of new technologies. |
