On the solid foundation of these two facts Clifford J. Durr asks: what do we really mean by freedom of the air ? He is not satisfied by the definition which practice is giving to the term. His reasons why, and his call for change cannot be ignored by those who take radio seriously. Mr. Durr has been in government service since 1936, a member of the Federal Communications Commission since 1941.
