Planning for local economic development: the role of small business

Substantial evidence suggests that small firms contribute to employment creation and to economic dynamism. Yet it is not fully understood how that contribution occurs or where it is most likely to be effective. Discusses how their integration into local economic development strategies requires both a reconsideration of the field of local economic development planning and the nature of small business itself.
