Zusammenfassung:Van Parijs and Vanderborght respond to Schmitter and Bauer's article, arguing that the way in which transnational solidarity is organized within the European Union must be fundamentally re-thought, but that the proposed Euro-Stipendium is not the best way forward. Matsaganis also criticizes the Euro-Stipendium and calls for an EU social transfer that avoids the perils of means-testing and moral hazard.
