People and garbage are not the same: issues in contracting for public mental health services

Contracting for mental health inpatient services is the example used in this paper to illustrate issues and caveats that appear when experiences in contracting for garbage collection are, in fact, applied to human services. The benefits of contracting as cited in the literature are analysed from the perspective of characteristics which comprise a quality human service delivery system. (JLN)
