Suggests that programmes to educate, encourage, allow and provide the means for individual behaviour change among users are the key element in any programmatic response to the HIV epidemic. Argues that the most important interaction is between the outreach worker and the client on the street, and that the usefulness of harm reduction programmes must be judged against how well they support the effectiveness of this interaction.
