Zusammenfassung: | Analysis of the sources of income, income inequality, the characteristics of lower income groups, and the implications for the social safety net in Bulgaria in the midst of transition. The study focuses on the period between 1989 and 1992, the last year for which household level data is available. Discusses the measurement of income used and compares Bulgaria's income distribution with other developing, East European and OECD countries. Addresses the question of who benefits from the social safety net in Bulgaria and, drawing on household budget data, suggests how social benefits can be better targeted. The analysis suggests the need for comprehensive reform of the structure of benefits. |
