Zusammenfassung:This Article analyzes the current relicensing of the three dams in the Hells Canyon Complex. By comparing the relicensing of the Heus Canyon Complex to the relicensing in the Grand Canyon experiment, Mr. Sterne considers how the Federal Energy Regulatory Commission can protect fish and wildlife while balancing the need for power production. Mr. Sterne concludes that the Federal Energy Regulatory Commission has the statutory authority to restore normative river conditions and protect fish and wildlife in the HeUs Canyon Complex while still meeting the mandate of power production under the Federal Power Act.
