Zusammenfassung:The issue of the economics of natural resource damage assessment is discussed. Interest in the issue is fueled by controversies surrounding the methods used to estimate damages. The appropriate use of the contingent valuation method and the estimation of nonuse values have been the subject of much debate. The need for perspective arises because incentives exist for particular questions and issues emphasized. Three questions provide focus for speculations: 1. Why is natural resource damage assessment needed? 2. Are passive-use values ubiquitous? 3. Can the contingent valuation method capture biological reality? Details are provided.
