The global program portfolio supported by the Bank could benefit from a tighter set of priorities, since there is substantial underinvestment in genuine GPGs, and with large spillovers and benefits to the poor in developing countries. There is also underinvestment in developing countries to increase their capacity to access and utilize the GPGs that are or will be provided. |
