Regional fiscal balances: an inventory of divergent studies

ABSTRACT IN SPANISH: La estimación de balanzas fiscales regionales constituye una actividad investigadora tradicional y, a su vez, de plena actualidad en España. Permite conocer los flujos fiscales interregionales ocasionados por la actuación de la Administración pública central y, por lo tanto, evaluar la función que desempeña cada región en el marco espaD~nol de solidaridad. Pero el enorme interés que despiertan sus resultados no se ve correspondido con la existencia de una metodología de estimación claramente definida y de general aceptación, lo que hace posible la coexistencia de conclusiones diversas, e incluso opuestas, imposibilitando el debate sobre los flujos de solidaridad interregional. En este artículo se hace un inventario de los estudios que han estimado balanzas fiscales regionales y de los resultados que han obtenido, se analiza la importancia de la dispersión de estos resultados y, sobre todo, se profundiza en las causas de la misma. // ABSTRACT IN ENGLISH: Estimation of regional fiscal balances is a traditional and at the same time a fully topical research activity in Spain. It enables us to learn the interregional fiscal flows brought about by the action of the Central Public Administration and, therefore assess the role played by each region in the Spanish framework of solidarity. But the enormous interest aroused by their results is not matched by the existence of a clearly defined and generally accepted methodology of estimation, which makes the co-existence of differing and even opposing conclusions impossible, with the result that there is not debate on interregional solidarity flows. In this article we carry out an inventory of the studies that have estimated regional fiscal balances and of the results obtained, we analyse the importance of the dispersion of these results and, above all, we examine the reasons for this in depth.
