Zusammenfassung:A history of the Commonwealth Scholarship and Fellowship Plan (CSFP) by Hilary Perraton (2009) raises myriad issues for higher education in the 21st century, from specific reflections on Commonwealth Scholarships to wider concerns about globalisation - that is, from institutional, pedagogical, personal and professional development - to global development, governance and prospects. Just as Perraton's monograph raises broader as well as narrower issues, this review does likewise, seeking to advance from the former to the latter.
