Municipal actors and 'their' foreigners (1919-1984): the advantages and constraints of examining the role of communities in analysing a process of state categorization

ABSTRACT IN FRENCH: Cet article traite du travail administratif « d'encartement » des étrangers au cours de l'entredeux-guerres, en l'observant depuis les pratiques des communes qui jouaient le rôle de guichet entre les étrangers et les services préfectoraux chargés de l'instruction. Cette entrée communale permet non seulement de décomposer le travail administratif de catégorisation, mais révèle également sa dimension politique. Elle comporte cependant aussi des contraintes méthodologiques déterminant la nature des éléments explicatifs disponibles dans un matériel exclusivement archivistique. // ABSTRACT IN ENGLISH: This article deals with the administrative process of providing residence permits to foreigners during the interwar period by observing the practices of communities, which played the role of an interface between foreigners and the prefecture departments in charge of investigation. This entry point through the local community allows us to break down the administrative work of categorisation and reveal its political dimension.
