Concerns by public hospital administrators about uninsured people at public emergency departments was the subject of a 1990 Congressional hearing and Senator Donald W Riegle Jr, the Chair called for “universal access to affordable and high quality health care” in the USA. The inadequacies of mental health provision and the enduring impacts of racism also shaped some clinical encounters at the hospital.
