Legal authority is categorized in terms of authorizations, procedural emphasis, and regulatory emphasis. Water quantity and use issues are summarized, with reference to water quality impairment lists and pollution allocation issues. Standards and criteria, impairment determinations, and total maximum daily load implementation are discussed. Relevant fish and wildlife issues include fish passage, entrainment and impingement, water quality and flow, and biocriteria. |
