Zusammenfassung: | Programming environmental compliance project costs is an emerging 'science' in the Air Force. Costs for known new technologies and projects, as well as those for compliance projects arising from potential legislation, must be accurately predicted before being put into the budget for the Program Objective Memorandum (POM) cycle. Thus, the Air Force wanted a way to help its budget programmers and it had to offer repeatable methods to develop defensible compliance strategies. The Environmental Compliance POM Cost Models and associated Guidebook became the sought-after tools. The POM Cost Models, used by Air Force installations to provide project budget estimates for DOD's biennial POM submittals, standardize environmental compliance project costs in terms of assumptions and technological approaches. |
